2. Do I need a building permit?

Any construction, alteration, enlargement, replacement, repair, or maintenance to any structure and equipment therein will require a permit. This includes accessory structures.

There are some instances when a permit is not required. Examples of work that would not require a permit would include:

• Installing or replacing guttering
• Installing or replacing residential roof covering
• Installing or replacing vinyl siding
• Painting, wallpapering, carpeting, laminate or any other aesthetic improvements
• Replacing cabinets
• Replacing residential fixtures (lights, bathtubs, sinks, water closets)
• Replacing residential windows

If you’re not sure if the work you are intending to do requires a permit, please call the Building and Zoning Department during normal business hours at 540-942-6628.

3. How do I apply for a building permit?

You will need to submit a fully completed permit application along with the required construction documents, site plan, and all of the associated fees. All of this information should be submitted as a complete package to the Building and Zoning Department.

Don’t forget to contact the Public Works Department for:

• Curb and gutter work
• Entrance permits
• Land disturbance approval
• Water and sewer connections

4. What information will I need when I apply for a building permit?

5. Who can apply for a building permit?

Property owners and licensed contractors in Virginia can apply for building permits.

6. How long does the review process take for residential projects?

We ask for a minimum of 15 business days for any residential project that requires plan review.

7. Now that I have my building permit, what do I do with it?

Permits should be posted on the property in a visible location that is protected from the weather.

8. How long is my permit good for?

You will have six months from the date the permit is issued to begin work. All permits expire after six months of no activity or no inspections. 

9. What type of inspections will take place once my permit is issued and I have begun construction?

Required inspections include but are not limited to the following:

• Footing Inspection: Call for footing inspection after footings have been excavated, any forms and steps have been constructed, and any reinforcement has been installed, prior to placing concrete.
• Slab Inspection: Basement and floor slabs, poured concrete foundation walls, and any self-supporting slabs must be inspected to ensure placement of vapor barriers, reinforcements, and perimeter insulation, prior to placing concrete.
• Foundation / Drain Tile: Call for foundation inspection after foundation walls have been constructed and damp-proofed and anchor bolts have been installed, prior to any back-filling.
• Rough-In Inspections: Call for inspection of electrical, mechanical, plumbing, and gas fitting materials and systems prior to concealment.
• Framing Inspection: Call for framing inspection after the building is in the dry, prior to insulation.
• Insulation Inspection: Call for insulation inspection before concealment. Fire/draft stopping will be inspected at this time.
• Final Inspections: Call for final inspections when building, electrical, mechanical, plumbing, and gas fittings are complete and structure is ready for occupancy. Additional requirements for final inspection include providing a ladder for access, having all the utilities turned on, having off-street parking in place, and making sure the address is displayed on the structure and legible from the street and all landscaping, if required.

Please note that any work which requires more than one re-inspection will be charged a $50 re-inspection fee.

10. How do I schedule inspections?

Call our office at 540-942-6628. It is recommended to call at least 48 hours prior to when you need the inspection. 

11. How can I get a Certificate of Occupancy?

For new construction, a Certificate of Occupancy will be issued after all final inspections are completed and approved.

For existing structures, an application for a Certificate of Occupancy will need to be submitted for review and approval along with a floor plan of the structure, a certificate providing determination there are no current violations of the Virginia Statewide Fire Prevention Code, and the required fee.

12. To do work in the City of Waynesboro, do I need a business license?

If you are a contractor you will need to have a current business license to do work within the city. You can obtain a business license through the Commissioner of Revenue's Office. Homeowners do not need to have a business license.

13. Can I get a permit for a manufactured home?

Certain zoning designations in the city allow for the placement of manufactured homes by Conditional Use Permit (CUP) issued by City Council. After the approval and issuance of a CUP, a building permit will need to be obtained prior to placement of the manufactured home.

14. What are the quiet hours for construction related activities in the City of Waynesboro?

Section 50-50 (a)(9) of the City Code states that unnecessary or excessive noise created from refuse collection and sanitation services; activities related to the construction, repair, maintenance, remodeling or demolition, grading, or other improvement of real property; and gardening, lawn care, tree maintenance or removal and other landscaping activities; shall be unlawful between 10:01 p.m. and 5:59 a.m. Monday through Friday and 10:01 p.m. to 6:59 a.m. Saturdays and Sundays.

1. How do I request a public record?

Requesting public records (making a Freedom of Information Request or FOIA) is a simple process, and contact information and directions are available from the City Council web page, by clicking on "Request for Records".

2. How do I bring an issue before City Council?

There are several ways to bring something before council:

1. Contact the City Clerk’s Office
2. Talk to one of your council members or the mayor
3. Speak during "Citizen Comment Period" at a City Council meeting
4. Click on the contact information for the Council member to leave an email message.

The city clerk may be able to address your matter, refer it to the appropriate council person or city manager, or refer it to the appropriate city representative.

The City Council agendas are prepared and distributed on Thursdays before meetings. Copies are provided to council and are available for viewing on the city’s website.

3. Is there a Council member assigned to my neighborhood?

Waynesboro's five council members serve their respective wards and one council member serves the city at large. You can locate your ward designation by clicking on the "Maps" link from the home page, then click on "GIS" in the blue lettering and entering the mapping website. Enter your house number and street or your name in the designated blanks and click on "Search". Click on the appropriate selection. Your ward boundary will be located in the middle of the page on the property sheet tab.

4. How can I provide input to City Council?

There are a variety of ways to access Council. All Council meetings are open to the public. They are held on the second and fourth Mondays of each month, unless state or federal holidays alter the schedule. These Monday evening meetings begin at 7:00 p.m. Those wishing to speak must sign the speaker sheet at the entrance to Council chambers at the beginning of the meeting or prior to the start of a public hearing if applicable. Council members do not have offices at City Hall. All Council members are available by phone or email. If you want to make an appointment with a Councilman, contact the Council member directly.

5. Can I sign the speaker form for someone else?

The person who will be speaking must complete the speaker form.

6. Are Council meetings handicapped accessible?

Yes. The Waynesboro City Council encourages the participation of all City citizens. For those with special needs, please notify the Clerk of Council (540-942-6669) of any accommodations required, including assisted listening device, at least three days prior to the meeting you wish to attend.

7. Can I fill out a speaker form online?

Speaker guidelines are available on-line, however, you must fill out the speaker form in person by coming to City Hall between the hours of 8:00 a.m. and 5:00 p.m. or at the beginning of the Council meeting you attend.

8. What is the difference between a resolution and an ordinance?

Resolutions

A resolution differs from an ordinance in several ways. A resolution is non-legislative action, is less formal than an ordinance, and deals with matters of a special or temporary character, usually relating to a statement of policy regarding the administrative business of the city. Examples of resolutions recently before the council include a performance contract, a property easement, and endorsing a preservation application.

Ordinances

An ordinance sets out a permanent law that continues in force until the ordinance is repealed. Two readings are required before an ordinance can be finally approved. The first reading occurs when the proposed ordinance is introduced. Staff would generally review the ordinance, provide background, and reason(s) for recommendation. City Council would then generally express their support or opposition, then may move to introduce the ordinance. At a second meeting, staff would bring the ordinance back to council for consideration of adoption.

Appropriation ordinances provide the legal authority under which the municipality allocates money to specific spending activities.

9. What is the difference between an emergency and a 10-day ordinance?

An emergency ordinance takes effect on the date it is adopted by Council. Ten-day ordinances take effect 10 days from the date of passage. Emergency legislation requires the affirmative vote of five members, 10-day legislation requires three affirmative votes.

10. How does legislation get to Council?

City departments requesting authorization almost always submit the specific ordinance or resolution to the City Attorney and City Manager. Legislation follows a prescribed format and contains background information, a fiscal impact, specific accounting information, and, when appropriate, reference to the applicable City Codes.

11. What is the deadline for submission of legislation to the City Clerk's Office?

Ordinances and resolutions to be introduced at a regular meeting of City Council must be delivered to the City Clerk's Office no later than 12:00 noon on Friday for Council action on the second Monday hence. For example, the submission deadline for the City Council meeting of Monday, July 22 would have been Friday, July 12 or earlier if the matter involves advertising for a public hearing. There is no extended deadline for a legal holiday.

12. What is the City Council agenda?

The purpose of the City Council meeting agenda is to provide an outline for the orderly and efficient conduct of their business meetings. The agenda sets forth the specific items of business and the order in which Council will consider them. This helps all interested parties monitor and understand the actions City Council takes.

13. When is the City Council agenda available for the public?

The goal is to have the tentative agenda on the City's website no later than 3:00 p.m. each Thursday prior to a Monday meeting. Agendas are also posted on the cable access channel, on the City Hall public bulletin board, and they are available for pickup at the City Clerk's Office.

14. How can I find out what Council has voted on or is scheduled to vote on at the next meeting of the Council?

You can review pending legislation by viewing the upcoming meeting agenda or legislation voted on by viewing adopted ordinances and resolutions. These are available on the City website, in person at the Council office in City Hall (an appointment is recommended), or by viewing the government cable channel.

15. What is a consent agenda?

A consent agenda is a procedure, which when incorporated as part of a regular City Council agenda, is designed to facilitate operational, non-controversial, and routine matters on the agenda swiftly and efficiently. Use of a consent action allows Council members to conduct business more efficiently and help produce Council decisions which are open, responsive, and accountable to the people of the City. Items identified for inclusion in the consent action section are grouped and approved with one motion and one vote.

16. What if a council member at a meeting has concerns about legislation identified as a consent item?

Any item identified as a consent action can be removed from this section and will be individually considered by Council.

17. Who decides what is placed on the agenda as a consent action?

Council members and staff review all legislation and recommend items for consent action. Certain legislation will not be considered in a consent action. Zoning ordinances, budget adoption, amendment legislation, and legal settlements, for example, should be read into the record and debated as needed. The Mayor presents items identified as consent actions with the recommendation for approval by a single motion and vote. The balance of the agenda format remains the same.

18. How do I request a copy of a resolution or ordinance?

You may access all legislation scheduled for an upcoming Council meeting agenda as well as any legislation that has already been voted on through the City's website. You may also call the Clerk of Council at 540-942-6669 and provide the number of the ordinance or resolution or simply describe the legislation you are looking for, and she will assist you in locating it. Legislation copies can be sent to you by 1) email, 2) ground mail, or 3) fax. If your request is large or particularly time consuming, a processing fee may apply, which will be reviewed prior to filling.

19. What happens after legislation is acted upon by City Council?

On the Tuesday after a Council meeting, the original legislation is signed and distributed to affected departments. Ordinances are sorted by numerical order and placed into a file with the date and time of the meeting in which they were adopted or passed by City Council and digitally recorded for archiving.

20. How do I sign up to receive advance notices of meetings, etc?

If you have access to a computer, you can receive advance notice of Council information, meetings, agendas, and approved minutes. From the City's website, www.waynesboro.va.us, click on "Notify Me" on the right side of the screen, then enter your email address and follow the instructions in the shaded area.

1. What type of tree is it?

2. Can you give me seasonal suggestions for planting?

January - March
Perennials and ornamental grasses can be cut back to within a couple of inches from the ground any time during the winter months prior to new growth.

Flowering shrubs and trees need to be pruned with consideration to their developing flower buds. If the shrub or tree blooms in the spring, then prune just after the flowers fade. If the shrub or tree blooms in the summer, then prune in the winter months. By following this rule of thumb, you will optimize flowering because you will avoid cutting buds in their developmental stage.

April - June
Mulch may be applied to the landscape to help control weeds and to create a fresh clean look for spring. Care must be taken not to cover newly emerging plants. Seeds and tropical bulbs may be started indoors in April for later planting outside and annual flowers can be planted in May, after the threat of frost.

New trees can be planted at this time, but remember to water often if the weather gets hot and dry.

July - September
Remove dead flowers from your annuals and early blooming perennials to encourage more flowers or (in the case of your perennials) encourage the plants to put more energy into storage for the winter months. Water plants in the early morning to reduce the spread of diseases and keep weeds under control to reduce competition for water. Rain barrels are and inexpensive solution to always having water when you need it. In late summer cut back perennials or flowering bulbs if the leaves are brown and dry.

October - December
This is the time to clean up and remove annual flowers and collect seeds if you wish. Spring flowering bulbs such as tulips, daffodils, and crocus can be planted at this time. Plants such as violas or pansies can also be planted while the weather is still warm for a fall show of color. Most violas and pansies will produce more flowers in the early spring if left in the ground.

New trees can be planted at this time. Evergreens and shrubs which produce berries can be cut and used as holiday decorations.

3. Who's tree is it?

The City of Waynesboro takes great pride in the trees that are planted on city property. Care is taken to ensure that city owned trees stay in the best possible health, but the horticulture staff cannot inspect every tree on a regular basis. It is not unusual for city personnel to be contacted by citizens who want to report possible problems, or positive comments, pertaining to a city owned tree.

If you are unsure if a tree is city owned, or would like to report possible problems with a city owned tree, please contact the Parks and Recreation Department at 540-942-6735, and leave your name, address, phone number, and exact location of the tree.

As a general rule, any tree located between a sidewalk and a city maintained street or curb and/or between a water meter and the street is owned by the city. However, the right-of-way easements change throughout the city. If you are unsure please review the City Code.

1. How do I create an account to sign up for programs or rent facilities online?

It is easy to create an account! Follow these instructions which will walk you through 6 easy steps. You will be asked your basic information: Name, address, phone number, age, gender, and email. We want to know your age and gender because some programs have age limits or are for men or women only. The system will let you know if you are eligible for various programs when you attempt to sign up. We also need an email address. The email will be used to communicate program or facility specific information like a cancellation or a reminder to bring something to a class. We will not sell or utilize this address for any other communications. If you are interested in being on our mailing list you may give us your email address on the main Parks and Rec page under newsflash items. 

2. How can I reserve a park pavilion (shelter) or the amphitheater?

Please visit the specific facility page located under the Parks & Facilities page for information on that facility including availability. Reservations can be made online from the shelter page. You will need to create an account (follow the prompts). Facility reservations for family reunions, showers, and the like are highly recommended as permitted reservations take precedence over first come, first serve use. Reservations may be made for the current year only. Facilities are reserved using block scheduling. The reservation fee is $40.00 before 2 p.m., $40.00 after 2 p.m. or $75.00 for the day. Payment is required for reservation confirmation. Permits will be emailed or arrangements can be made to pick them up during regular office hours at the Parks and Recreation office.

3. Can I reserve a room and/or the gym at Rosenwald Community Center?

Rooms within the Rosenwald Community Center are available for reservation free of charge to community non-profit organizations during normal business hours, if those rooms are not scheduled for other activities. For-profit businesses will be charged for use. During times when the building would otherwise be closed, the fee schedule will apply to all organizations and individuals. The exception would be for organizations whose programs are co-sponsored by the Waynesboro Department of Parks and Recreation. A Rosenwald Facility Request Form needs to be completed and approved by a Parks and Recreation staff member.

Property Maintenance

1. What do I do if I’m concerned about the condition of a piece of property in the city?

You can file an inspection request with our property maintenance inspector to have them verify if a code violation exists.

2. What is the process after I submit an inspection request?

Once a written inspection request is received, we will send a code enforcement officer out to inspect the property within a few days to verify if a code violation exists. If the property is in violation of a city ordinance, a written notice of violation will be mailed by certified mail to the legal property owner of record. The legal owner of the property will be given a specific time period to correct the violation and bring the property into compliance. If the violation is not resolved within the specified time frame, the city will take measures to bring the property into compliance.

3. When is grass considered to be in violation?

Grass is officially in violation of the city code when it reaches a height of 10 inches or higher.

4. There’s a big pile of trash in the street and/or alley. What should I do?

Check the knuckle-boom truck pick-up schedule. If the pile of debris is out at an improper time, contact the Department of Public Works.

5. Does the Property Maintenance Division handle complaints about animals?

No. Contact the animal control officer with the Police Department for concerns about animals.

6. I have a neighbor who is a repeat offender. Do I have to file an inspection request every time I have a concern?

Yes. The Property Maintenance Program operates on a complaint basis. There are slower times throughout the year when we are proactive but we do not have the manpower to patrol the entire city on a regular basis to look for violations. By filing an inspection request every time there is a concern, it ensures the property will be inspected in a timely fashion.

7. I have a mold and/or mildew issue; can you help me with my problem?

The Property Maintenance Division does not deal with mold or mildew.

8. What can I do about my neighbor’s tree limbs growing across the property line to my property?

This is a civil issue that needs to be addressed between the neighbors or their attorneys.

Real Estate Assessor's Office

1. Why does Waynesboro assess at market value?

Assessments are required by the Code of Virginia and the City of Waynesboro to be at 100% fair market value.

2. What is market value?

Market value is defined as the most probable price, expressed in terms of money, that a property would bring if exposed for sale on the open market. The sale should be an arms length transaction between a willing seller and a willing buyer, both of whom are knowledgeable concerning all the uses to which the property is adapted and for which it is capable of being used.

Biennially the Assessor's Office appraises all real property in the city to determine values for tax purposes. The assessments are effective January 1 of each odd year. Change of assessment notices are mailed annually around February 1.

3. How does the Assessor's Office obtain information on properties?

The appraisal staff inspects properties and gathers information that is pertinent to value, type and quality of construction, square footage, type of heat, baths, fireplaces, location, etc. This information is maintained and kept on file in the Assessor's Office. The information is a matter of public record and may be reviewed at any time.

4. How are property values determined?

Residential properties are appraised by the market approach. In this approach, the value is obtained by comparing similar properties of the same type and class which have sold recently in the same neighborhood, taking into consideration factors which may affect value such as location, condition, size, etc. Recent sale prices in your neighborhood determine what your assessment will be. Each sale is examined closely to determine if the transaction was an arms length transaction. On average, about 80% of the properties that sell in the city are considered arms length sales. Sales that would not be considered arms length are bank foreclosures, auctions, sales between family members, condemnations, sales due to divorces, and tenant buying from owner, etc.

5. What if there are no recent sales on a certain street or block?

If there are no recent sales in a certain area the assessor has to use sales from a comparable area to determine values. Areas that the assessor compares your property to are similar in location, price range, and style of homes. This situation rarely occurs due to the number of properties that sell each year in the city.

6. Why do assessments change every other year?

When the market values in your neighborhood change, so does the assessed value. For instance, if homes in your area are selling at prices above their assessed values the assessments will likely increase. However, if homes in your area are selling below their assessed values they will likely decrease.

7. Why are some properties assessed higher or lower than what they sell for?

The assessment / appraisal business is not an exact science. The assessor does not get the opportunity to go in every home when assessments are made. In today's world most people are working when the assessor comes around, therefore, most assessments are based on exterior inspections. The assessor tries to monitor each property so that assessments are fair and equitable and not in excess of market value.

Once the assessments are mailed, you as a property owner have 20 business days to appeal the assessment, by either calling or visiting the Real Estate Assessor's Office. You may speak to an appraiser, review the data used in computing the assessment, and, if necessary, schedule an inspection of the property.

After this, should a dispute still exist, you may appeal to the Board of Equalization. The three-person board, appointed by the Circuit Court, is composed of city property owners. The board may affirm, reduce, or raise the assessment, if in their opinion such adjustments are necessary to equalize the tax burden upon all citizens in the city.

3. What are the steps necessary to evict someone?

Eviction Procedures
Notice means notice given in writing by either regular mail or hand delivery, with the sender retaining sufficient proof of having given such notice, which may be either a United States Postal Service certificate of mailing or a certificate of service confirming such mailing prepared by the sender. Notice may also be obtained from and served by the Sheriff's Department. The fee for this service is $12. If served by the Sheriff's Department, the original will be returned to you. If served by you, keep a copy, and document your service on your copy. For failure to pay back rent, tenants must be given a 5-day written Notice to Pay or Quit. For other reasons, tenants must be given a 30-day written Notice to Vacate. After 5-day or 30-day notice, the plaintiff obtains a Summons for Unlawful Detainer from the General District Court. A court date will be set. You must have your 5-day or 30-day notice with you to obtain the Summons for Unlawful Detainer.

If the judge grants immediate possession, the landlord can obtain the Writ of Possession the same day. If the judge grants possession in 10 days, the landlord must wait 10 days to obtain the Writ of Possession. Following the issuance of the Writ of Possession, the Sheriff's Department has up to 30 days to execute the eviction. Once the Writ of Possession is received in the Sheriff's Department, the tenants will be given a minimum of 72 hours of the date and time of the schedule eviction.

If tenants are not out, it is the responsibility of the landlord to remove tenants possessions from the property, to be placed on the curb or other area as designated by the Sheriff. Tenants are allowed 24 hours to retrieve possessions. The landlord also has the option to lock up the residence and allow the tenants 24 hours to make arrangements with the landlord to obtain his/her possessions. Disposal of any / all items remaining after the eviction is the responsibility of the landlord.

In the event the landlord does not make such preparation, or fails to comply with reasonable conditions imposed regarding the eviction, the Sheriff may cancel the eviction. The landlord must arrive on time, a deputy will wait no longer than 10 minutes after the scheduled eviction time. It will be the responsibility of the landlord to reschedule a new eviction date. The Sheriff's Department reserves the right to postpone a scheduled eviction due to inclement weather.

1. Can I pay my bill online or by phone?

2. Can my bill be adjusted for an inside leak (ex. leaking toilet)?

Yes, you can request a leak adjustment for inside leaks if you can produce a receipt of repair.

3. Do I have to pay sewer for water that doesn’t actually go in the sewer (i.e. lawn, garden, sod watering, sprinklers, etc.)?

Yes. You will be charged the same amount of gallons for sewer as for water.

4. How much can I expect to pay on my bill?

You will only pay for water that is used. Our bills are based on actual consumption. Everyone’s bill is different and depends on how many people are in the household and what kind of lifestyle each person leads. The average consumption in the City of Waynesboro is five thousand gallons per person within a two month period. To calculate an approximate bill, multiply the number of people that will live in the household by five, then by the water and sewer rates. Add that amount to your base charges, and trash pickup charge (if you have it) to get a general idea of what you can expect to pay.

5. What happens if I’m late paying my bill?

If we have not received payment by the due date posted on your bill, you will pay a late fee of 5% the total amount of the bill. You will also be charged a final notice fee of $1.50. If payment is not received by the due date posted on the final bill, you will be charged a $40 late payment fee, and service will be disconnected. Amount due and fees must be paid before service is restored. If this full amount is not paid in 30 days, a 1% charge will be added each 30 day period.

6. Can I start a new service over the phone?

7. I’m moving within the City of Waynesboro, how do I transfer my service?

You may call our office at 540-942-6643 or come by our office in person to verify your identity and provide us with your new information. There is no charge for transferring your service.

8. What day is my trash picked up?

Your weekly trash collection and monthly bulk pick up times are determined by the ward you live in. Weekly garbage collection:

• Ward A - Wednesday
• Ward B - Tuesday
• Ward C - Thursday
• Ward D - Monday

9. Do you have an after hours drop box for payments?

Yes. There is a labeled drop box located in the middle drive through lane at 503 W. Main St. Do not put cash in this box. This drop box is checked at 6:30 a.m. Monday - Friday.

10. Are all meters read each billing period?

Yes. The only time your usage is estimated is in bad weather (snow / ice) or due to obstruction of the meter. (cars, bushes, etc.)

2. What are the setbacks for my zoning district?

Setbacks are the minimum required distance between a structure and the property line. The city has different setback standards for each zoning district and differentiates between primary structures and accessory structures. Certain features (such as decks and porches) are permitted to encroach into the established setback lines. In order to determine the setbacks for your specific request, please contact the Building and Zoning Department at 540-942-6628.

3. I want to build a fence on my property. What are the height limitations and setbacks?

Fences for residential properties are allowed to be up to 6 feet in height behind the front building line. Fences are limited to 4 feet in height in front of the building line. There are no setback requirements for fences. They are allowed to be on the property line but it’s up to you to know where your property line is. Fences are not allowed in the city right-of-way.

4. Can I operate a business out of my home?

Certain businesses can be operated from a residence with administrative approval from the Zoning Department and the issuance of a Home Occupation Permit. In addition to a Home Occupation Permit, you will also need to contact the Commissioner of Revenue’s Office for a business license. For administrative approval for a home occupation, these businesses must be able to meet all of the following characteristics:

• The business must be clearly incidental to the home use (the primary use of the home or apartment is maintained as a residence)
• Work activities must be carried on wholly inside the main structure or in a fully-enclosed accessory building.
• The only employees working in the home are members of the family who reside in the home.
• There will be no group instruction.
• There will be no sign or exterior advertising.
• There will be no visible display or storage of material.
• No additional noise or traffic will be generated than what would be normally expected with a home.

The following uses are not permitted as home occupations:

• Animal hospitals and kennels
• Any type of repair or assembly of vehicles or equipment with internal combustion engines (such as autos, motorcycles, scooters, lawn mowers, chainsaws, and other small engines) or of large appliances (such as washing machines, dryers, and refrigerators)
• Bulk storage of flammable liquids
• Commercial nursery or truck farm
• Dispatch centers or other businesses where employees come to the site and are dispatched to other locations
• Food handling, processing or packing other than services that utilize standard home kitchen equipment
• Funeral homes and mortuaries
• Group instruction
• Material or equipment storage businesses
• Medical or dental clinics and labs
• Restaurants
• Retail-oriented uses
• Tow truck services
• Vehicle or equipment rental

5. How much does a Home Occupation Permit cost and how long is it good for?

The application fee for a Home Occupation Permit is $50 and it is a one-time fee only. The permit does not have to be renewed each year.

8. When is a site development plan required?

A site development plan is required for any construction, expansion, enlargement, extension, reconstruction, or alteration of a building, structure, use, or change of use. This also includes the reconfiguration or re-striping of a parking lot. One- and two-family dwellings are exempt from this review process.

9. Why do I need to go through the site development review process?

Site plan review and approval is intended to provide information to the city in order to determine whether a proposed project complies with the development standards for the City of Waynesboro.

10. What is the site plan submittal process?

1. Applicants and design professionals who are unfamiliar with the development requirements of the city are strongly encouraged to meet with the Site Development Team once a concept plan has been designed but prior to plan submission. The city may require a pre-application conference with the applicant for large or complex projects.
2. The completed site development application, eight copies of the site plan, and two sets of E&S / SWM calculations are submitted to the Building and Zoning Department along with the appropriate fee.
3. Site plans applications are logged by staff and distributed to the other city departments involved in the review process.
4. Individual departments have four weeks to review the plans for compliance with the city site development standards.
5. Comments are provided to the Building and Zoning Department.
6. The site plan review coordinator compiles all of the comments into one consolidated response for the applicant.

11. What are the minimum submission requirements for a site plan?

• One copy of a completed site plan application and the associated fee
• Eight copies of the site plan - plans should be prepared on a minimum of 11-by-17-inch paper and drawn to scale by a certified design professional.
• Two copies of the storm water management calculations (if required)

12. What information should be included on the site plan?

Minimum content for a site development plan should include the following information:

• Title of the project
• Name(s) of design professional(s)
• Property owner
• Signature panel for the agent’s approval
• Zoning classification
• The northpoint, scale, date, and vicinity map
• The boundaries of the property involved, all existing property lines, and all setback lines
• All existing and proposed contours with 4 foot intervals
• All existing and proposed buildings or structures to include square footage, number of stories, and type of construction
• Any proposed demolition plans and details
• All watercourses, adjacent property lines, waterways or lakes, and other existing physical features in or adjoining the project, including flood hazard areas as identified by official city flood insurance maps
• The location, dimensions, and character of construction of existing and proposed streets, alleys, sidewalks, right-of-ways, easements, construction entrance, curbs and gutters, and all curb cuts.
• The location and size of existing and proposed sanitary sewers; water, gas, telephone, electric, and other utility lines; and culverts and other underground or overhead structures in or affecting the project, including existing and proposed facilities and easements for these facilities.
• All existing and proposed parking, travel lanes, driveways, entrances, exits, loading spaces, walkways, and bicycle parking requirements, indicating type of surfacing, size, angle of stalls, width of aisles, and a specific schedule showing the number of parking spaces provided and the number required (§5.1)
• Existing and proposed storm water management facilities and erosion and sediment control measures, indicating location, size, type, and grade of ditches, catch basins, and pipes, including on-site water retention and related requirements (Chapter 30, Erosion and Sediment Control)
• All existing and proposed landscaping (§5.4)
• Outdoor lighting plan (photometric analysis) to include all outdoor lighting systems, including luminary size, height, and fixture detail (§5.5)
• Information necessary to demonstrate that all construction or development will fully comply with applicable federal, state, and local requirements for accessibility to the handicapped including signage placement and signage detail (§5.1.5.d)
